Abstract:While it is almost certain that no two companies will be suited to exactly the same approach to setting up a European works council, there is a structured way of analysing these issues. Organisations must ask themselves the right questions in the first place. Clearly, an organisation must be certain of its European employee relations strategy before progressing. It needs to ask itself what employee representatives will want out of the works council. Where are the trade union power blocks in Europe and how organised are the union groups.
