Abstract: | The European Union needs to implement a comprehensive program of legislative simplification - leading, where necessary, to deregulation - in order to stimulate competitiveness and employment. This is the main conclusion of the independent "Monitor group", which issued its controversial report in June. In the employment field, the report makes relatively few substantive proposals for deregulation and, perhaps surprisingly, suggests that a set of directory-applicable fundamental social rights and principles should be drawn up at EU level. |
