| Abstract: | The European Union's first summit to be devoted exclusively to the topic of employment was held in Luxembourg on 20-21 November 1997. Heads of state from all member states gathered together to agree a strategy aimed at coordinating employment policies, with the help of guidelines set out by the European Commission. The meeting was hailed as a success by its participants, although the real test will come when member states begin to implement their national policies. |
