Abstract:The economic breakdown, coupled with the high risks confronting exporters on sales to buyers in less developed countries, push most OECD governments to offer official financing support to their exports. The primary vehicle for such support is the Export Credit Agency (ECA), as an instrument of state policy. The ECA has a strong component of government participation though the form of this involvement varies from case to case. The major services offered by the ECA include loans to both buyers and suppliers, insurance against non-payment risks, and miscellaneous services, most notably offering concessional financing either in part ("mixed credits") or whole ("tied-aid"). These services offer the opportunity for subsidization of export.
