Abstract:This study analyzes both the theoretical and the empirical side of R&D spillovers (hereafter as: sp-o./sp-os). Each firm's R&D costs are increasing in the amount of information transmitted to other firms, and the possibility is accounted for that firms control sp-os. The study considers both Cournot-Nash and Cournot-Stackelberg behaviour. The empirical analysis suggests that 1. firms' control on sp-os. is relatively low, 2. the cost-saving effect associated to joint ventures or R&D cartels is confirmed for industries with firms relying mainly on own R&D as a source of innovation, 3. R&D cooperation may increase information sharing, thereby enhancing spillovers.
