Abstract:In lack of unequivocal accounting principles, banks tend to make allowances for possible losses on country risk loans to the extent that these provisions are either taxdeductible or as far as the bank's earnings permit. The original intention of loan-loss-reserves, which ought to be risk-related, is thus perverted. In search of more objective means to determine allowances, discounts on the newly developed secondary debt market of less developed countries were examined, assuming that market-prices reflect risk considerations. Yet certain obstacles have to be acknowledged, preventing that secondary market prices can at present be obliged for accounting purposes.
