| Abstract: | The important macro-reform of public corporations is to change management mechanism, which the key is to choose good managers. The manager has been the bottleneck problem of public corporations reform. The paper suggested we should improve encouragement system with enterprise inner management structure and outer supervise restriction and competition system to solve this problem on the basis of economic analysis about manager actions' model. |
