Abstract: | A global look is taken at the entire world of research and development (R and D), dividing it into the Centre and the Periphery. It is aimed to help to formulate a programme of studies to make R and D carried out in the Periphery more relevant to its needs. Three major clusters of controllable input factors are identified that could influence R and D productivety: research groups, institutional setting and general socio-cultural environment of the country concerned. It is concluded that these factors are not exhaustive and in any case interrelationships would also need to be discovered. |
