| Abstract: | Despite the efforts of the past 40 years the economic gap between the North and the South continues to grow. It is examined how the developed countries can help to improve their understanding of science and technology (S&T) policy making in the context of Third World development. Guidelines for Third World policy making are outlined, taking biotechnology and telecommunications as case studies. |
