Abstract:Common pool resources are subject to both over-use and under-investment. This study considers how the Canadian side of Niagara Falls exhibited the characteristics of an unmanaged common pool resource until 1885, when a self-financing corporation, the Niagara Parks Commission, took over its management. The strengths and limitations of this approach to the commons problem are demonstrated through an account of the commission's history and accomplishments.
