Abstract:Since World War II industrial relations in Germany have been the stable system of sectoral collective bargaining. The present economic crises put great pressure on this system and now employers agree that change is overdue. The issues of the direction of this change has created deep divisions between employers' federations mainly representing small and medium-sized firms. The new flexibility introduced in some significant agreements in 1994 is also discussed.
