Abstract: | Experience with the federal solar tax credits is examined. The strengths and weaknesses of the tax credits are considered, the role they have played in promoting solar commercialization is evaluated, and their value as an instrument of solar energy policy is assessed. The overall cost-effectiveness of the tax credits in inducing energy savings has not been conclusively documented. There was apparent mismatch between the commercialization strategy represented by the tax credits and the state of solar industry and technology. In spite of this, during the period when credits were in effects, there was growth in solar energy markets. |
