Abstract:In the cities in the Third World any pale imitation of advanced urbanization that they might employ as minimum standards requires many times more consumption of energy, water and human time than is available, so they do not have favourable prospects for the future. The concept of a sustainable state for the long term seems unattainable to the policy makers. The article seeks a path to desirable steady state for one of the world's poorest metropolises: Dhaka. It is shown that the essential knowledge, and some experience already exist which make the transition to sustainability possible; the crucial features required are outlined. Promotion of family planning is assigned the highest priority during transition, followed by education.
