Abstract:The deregulation of the US telephone system and its transition from pervasive regulated monopoly to a mixture of competition and regulation has been a central feature of telecommunications policy in the US for the past two decades. Much progress has been made, but local telephone service remains as "the last frontier". This review of the US experience provides important lessons for sensible regulation and deregulation -- lessons that are applicable to international telephone service, as well as to other network industries.
