| Abstract: | Despite the obvious importance of government procurement in many markets, relatively little is known about the effects of discriminatory procurement practices on foreign trade. Some economic textbooks assume, without theoretical underpinning, that discriminatory procurement reduces imports and increases domestic output in comparison to free trade. However, some economists have questioned this conventional wisdom. It is argued that the inefficacy of discriminatory procurement follows from the fact that shifting government demand toward domestic producers generates an equal and opposite shift in consumer demand toward imports. It is shown that this proposition holds under noncompetitive situations and differentiated goods. |
