Abstract:In the present global trading system, liberal trade norms have been increasingly threatened as countries have relied more and more on a wide variety of non-tariff mechanisms to manage their trade relationships with other States. The proliferation of dumping and countervailing duty actions, the imposition of quotas (including agreements within the Multi-Fibre Arrangement - MFA), and the use of even less transparent devices such as government procurement policies, local content requirements, lengthy or complex tariff valuation processes, industrial policies or standards requirements have all been examples of the stresses that have been placed on the liberal trade regime.
