| Abstract: | At present, a unified management system hasn't taken shape, The, matters concerning import trade is dealt with by several departments separately. For the short term target of reform of import system, stress should be put on the standardisation and legalisation of measures for import management in order to reduce the non-tariff measures and administrative intervention. The following principles should be incorporated in the reform measures: 1. combining import with export and conducting unified management, 2. relaxing control over operation and being fair and transparent, 3. taking the economic leverage like tariff as the main means of adjustment and strengthening regulation and control. In light with the above principles, the author puts forward 9 suggestions. |
