| Abstract: | The strengthening of the governmental management of the import of technology is to be carried out in the following way: 1. To establish the examination and approval system for the import of technology, including the argumentation of feasibility, payment price, restrictive terms. 2. To protect and encourage the import of technology: accelerate the formulation and perfection of laws and rules related with technology transfer, particularly the law of intellectual property; give priority to those imports of technology which can be digested and absorbed in medium terms and can promote the capability to earn foreign exchange through export; put key emphasis on giving preference to the import of new technologies. Measures include credit, tax, preference for foreign exchange, remissions of tariffs and so on. |
