Abstract:The economic effects of a phenomenon are investigated, called parallel imports, defined as goods which are authorized by the owner of intellectual property rights for sale in one country, but which are then subsequently imported into another country without his authorization. The economic arguments for and against attempts to prevent parallel importation are reviewed. The possible effects of parallel imports on economic welfare are considered from a global point of view. The effects of an international extension of the exhaustion doctrine, demanded by some developing countries, are also examined. The analysis leads to the conclusion that an extension of the doctrine would lead to a reduction in economic welfare.
