Abstract:There was a concern among NICs that MFN tariff reductions under the Tokyo Round would erode the effect of US Generalised System of Preferences they enjoy. This paper tests the hypothesis of Grossman (1982) that NICs gain more than they lose from US tariff cuts if US imports from DCs and NICS substitute more readily with domestic output than they do with one-another. The paper estimates with a flexible functional form cross- price elasticities of substitution between DC and NIC import for 26 three digit SITC categories and finds most of them negative. this means that on that level of aggregation DC and NIC imports are complements rather than substitutes.
