Abstract:The conclusions of the paper are as follows: 1) Ignoring quantitative restrictions can create biases in the estimation of trade shares. 2) The much-publicized Japanese import liberalization of the sixties was not as significant as suggested by the number of restrictions removed. 3) Japanese quantitative restrictions have become less restrictive over time. However, since the volume of Japanese import has greatly increased, the revenue equivalent of Japanese import restrictions has increased during the period.
