Abstract: | This article demonstrates that the process of creating a clearly-defined plan can result in new strategies or options emerging. The argument bases on the study of plans relating to Renault's operations in Brazil in the 1990s: e.g. in 1994, it developed a 60-page document which planned a three-year programme of action in favour of Renault imports. It was not meant to be a draft of strategy, but it provided Renault executives with so much information about Brazil and its markets that uses other than the proposed action programme were allowed. Also an open scenario-plan in 1995 proposed some radical new strategies, so it could be used to narrow down the range of decisions. The paper points to the use of plans as thought experiments wherein imagined strategies are devised and explored. |
