Abstract: | Managers today feel that a once clear separation between public and private sectors has broken down. Our cities are in trouble, and business managers are understandably torn about what to do. They are exhorted to be good corporate citizens and know they command extraordinary resources. Vaguely, managers feel that a once clear separation between public and private sectors has broken down, that they are spending heavily on such things as education and training, and that this may not be their responsibility. |
