Abstract:The purpose of this article is to explain why Barnett formula had to be bypassed to cope with the public expenditure implications of Objective 1 in Wales, and to explore the implications of this for the distribution of public expenditure across the UK. The paper also focuses on the regional distribution of public spending in European Union countries. The author also pays an attention to usability of Barnett formula post-devolution. The article considers the intensity of the attack on the Barnett formula and promotions of the structural development and adjustment in region gross domestic products.
