Abstract:It is widely accepted in both Russia and the West that Russia's August 1998 financial collapse was largely the result of a lack of structural reform.' The fragile macroeconomic stabilization of 1995-98 was not underpinned by the micro-level structural changes needed to render it sustainable. In particular, the authorities proved unwilling to impose hard budget constraints on large firms, which continued to receive substantial implicit and explicit subsidies. The discussion proceeds in three stages. First, it assesses Russia's structural refo record during the first two years of Putin's presidency. Second, it considers a number of common features of structural reform policies that make them particularly difficult to tackle in a Russian context.
