Abstract:Some poor areas in China witnesses several poor populations becoming poor again after having enough to eat and wear, with a rate of 20%. The first and basic reason for the phenomenal fact is government's lower standard of relieving poverty which leads to the unsteady fluctuation of farmer's income. The second reason is the single boost of economic income that can not reach the standard of general poverty-relief. And the low-quality, but a large increasing number of populations in the poor region serve as the third reason. The phenomenon, counteracting what party and government try to do to eliminate poverty is a serious social problem.
