Abstract: | In 1990 Peru was in a sorry state. Economic mismanagement, political infighting, corruption and a vicious guerrilla insurgency had left it on the brink of economic and political collapse. Under the populist government of Alan Garcia output had shrunk by almost a third in three years. Inflation was running at over 40% a month. The fundamentalist Maoist of Sendero Luminoso - the "Shining Path" - were trying to bomb and murder their way to a Peru that would have made Pol Pot proud. In Lima they compared their country's implosion with that of Lebanon - and that was on a good day. |
