| Abstract: | The settlement of problems in employment , to a great extent, depends on the effective transfer and full utilization of rural surplus labor. To this end, great efforts should focus on the development of solid agricultural foundation. At the same time, the "plate" structure of "the isolation of urban areas from rural areas" should be broken up gradually to promote the free flow of rural surplus labor. While the present industrial development strategy is adjusted moderately, the rural nonagricultural industrial structure should be adjusted too in order to connect reasonably with the industries in urban areas. |
