Abstract:The inter-regional unbalanced development under the market economy results directly from the economies of scale at three levels-enterprises, industries and cities. Before reform and opening up, China tried to realize inter-regional balanced development by the central government which controlled resource and made economic activities, especially manufacturing industry, distribute relatively evenly in space. But this model was implemented at great cost. To prevent such a kind of condition from continuing, it is urgent to promote the formation of inter regional division of work in order to raise efficiency in special resource allocation by the development of inter-regional trade and regional flow of production factors and on the basis of that, realize transition to inter-regional balanced development.
