Abstract:This paper presents a survey of China's scale and level of poverty in late 1980s on the basis of data of sample surveys conducted in 1988 and from different perspectives against a relative poverty line. In the late 1980s poverty hit rural areas most, where regional variations were great. While the rate of occurrence of poverty was relatively higher in poverty-stricken areas, the poor population in non-poverty-stricken regions exceeded that of poverty- stricken regions by a big margin. Elementary education is of great significance to reduction of the rate of occurrence of poverty and level of poverty.
