Abstract:The import smuggling activities, rampant in China in recent years have threatened greatly and given shock to the normal trade order, industrial policy and the central government's financial revenue. The too high tariff rate plus the value added tax for import links are an incentive to the act of smuggling in terms of motive of earning profits, which led to the rampant smuggling activities. To contain the development of smuggling activities, we must punish with the utmost severity the major smuggling criminally to warn others against following a bad example.
