Abstract: | The reasons for losses incurred in state-owned enterprises can be divided into two categories--system and non-system. The former includes the following. There is lack of complete and rational in sensitive and restraint mechanisms. The traditional management model, formed under planned economy over a long period of time doesn't suit market economy. The macro policies are not stable. The latter includes industry losses, caused by the declining of some industries and great changes in industrial structure, and the upward trend of loss rate resulting from the rising cost of the products of mature industries but falling selling prices. |
