| Abstract: | The government still holds great resources allocation power due to poor market resources allocation function in the undeveloped countries' modernization progress, so there is public power corruption with the feature of political power interchange with money. The paper analyzes corruption phenomenon with public choice theory and march one on the basic of entrust-agent action, the third partner joins in. |
