Abstract: | Retraining is a major component of UK policy toward unemployment. However, the following questions arise: Who will seek to be retrained? Will the demand for retrained reflect a pattern of incentives similar to other human capital models where education is regarded as a household investment decision? The authors offer answers to these questions, together with an analysis of the extent to which retraining is sought early in a period of unemployment. The available retraining programmes are described, the human capital model summarising the choice decision of the unemployed is presented, a survey of workers who were unemployed is shown, and some conclusions from the findings are drawn. |
