Abstract: | The authors propose a human-resources model that returns most HR decisions to the "workplace". The objective is to get those who are closest to a given situation to make the decisions. For example, line managers and front-line employees who are closest to the job may be involved in hiring decisions part of the screening process. Human- resources management may be most effective when decisions are made as close as possible to the point where the decision will be impelemnted. |
