| Abstract: | A critical review of those managing R&D in Canadian government laboratories, based on published data, interviews and information gained from those training as R&D managers. Underfunding and bureaucratic management, hiring freezes and staff reductions, travel restrictions and reductions in training budgets. Low-level participation in policy-making and planning. Need for proper funding and managerial ability. Role of the R&D manager, views of Canadian government R&D managers, laboratory performance level, purchasing restrictions, selection and training of R&D managers, and inadequately designed reward system. A Table illustrates the study. |
