Abstract:As global networks form, companies respond to forces pushing for greater efficiency of scale, for global perspective. These efforts often include production and product development costs. There is proposed an approach to international R & D management that respects the tensions among the tasks, by breaking it down into its essential functional elements. The conclusion is drawn, by and large, the decision on the location of R & D facilities will be independent of the management style and of the person controlling the portfolio. When new projects are undertaken the criteria for deciding where to place facilities should be commonsensical and based on traditional issues.
