| Abstract: | The reform of share-holding system in state- owned enterprises has multi targets. One is to change the idea of welfare and security of employees in state-owned enterprises. Under the pan-welfare system, the non- productive assets constitute the material foundation for the old idea of welfare of employees. Changes of this part of assets directly influence the mentality and change of ideas of employees. |
