| Abstract: | This article deals with the issues of access and expansion (here as: exp.) of higher education (HE) over the last 25 years in France. It elaborates on the rationale and causes behind the exp. and the impact on the system in particular in terms of inclusion and exclusion. It is shown that, as in the United Kingdom (UK), although expansion has occurred, it has largely failed to deliver the hoped for democratizing effect. |
