Abstract: | The protection of the stratospheric ozone layer is a striking instance of international cooperation. The successful cooperation of national policies to protect the ozone layer was strongly influenced by the activists of an ecological "epistemic community", a knowledge-based network of specialists who shared beliefs in cause-and-effect relations, validity tests, and underlying principled values and pursued common policy goals. The article summerizes the contribution of the epistemic community to the timing and stringency of chlorofluorocarbons (CFCs) regulations. |
