Abstract:The focus in this paper is goal internalization within organizations. The type of behaviour involving effort, initiative, and responsibility is called EIR behaviour, which is the key to effective organization. This paper advances the author's understanding of institutional differences across societies by exploring some of the determinants of rule obedience and EIR behaviour. A basic idea in this paper is that there are forces that lead societies to evolve to very different levels of rule obedience.
