| Abstract: | The increasing internalization of production and the degree to which technology is now dominated by international collaboration and multinational companies have raised some fundamental questions about the purpose and efficacy of traditional policies. The authors advocate of policies that seek to maximize local advantage by maximizing value-added. They focus particularly upon the European Community and its mix of policies. |
