| Abstract: | Recently there has been the demand for the formation of a second labour market gaining ground in Germany. This second labour market would be especially important for handicapped social groups. A few suggestions about an exceptional payment system for the problematic groups are put forward containing wages below the usual or official tariffs. It is assumed that the second labour market would be an important contribution to the lowering of unemployment. The opening clauses of the law on tariffs are discussed from the perspective of the employees whose productivity is below the average. |
