| Abstract: | The dual systems formed in the transitional periods from the old system to the new one makes state-owned enterprises have dual behaviors. Dual behaviors occurs in the field of production, gaining raw materials, investment, fund transaction, profit distribution and labor designation etc. It causes unsound behaviour and management disorder in enterprises. |
