Abstract: | The central assumption underlying Agenda 21 is that sustainable development is divisible, and that programmes can appropriately be devised for the sustainability of component parts - sectors, resource categories and levels of society. The author addresses two key concepts and demonstrates the pitfalls in a disaggregated approach to operationalizing sustainability, both technical and in terms of equity. |
