Abstract:It is believed that the problem of foreign exchange deposits of households and the relationship between households, commercial banks, the central bank and the government have not been satisfactorily solved yet and represent a crucial element of the Slovenian monetary reform.The authorities in Slovenia could not differentiate between the non-performing loans granted to enterprises and the non-performing claims of the banking sector to the former Yugoslav government, which were part of the then existing quarantee scheme for foreign exchange savings of households.Non-performing loans to enterprises should be dealt with by the government bank rehabilitation programme. Non-performing claims against the government are not part of that programme and their recovery could not be handed over to the bank rehabilitation programme.The author suggests that consolidation and conversion of the public debt is needed if discriminative practice of the government towards banks is to be avoided.
