Abstract:In 1987, severe financial problems had the Capital District Physicians' Health Plan (known as CDPHP or "the Plan") on the brink of receivership. Today, the future of this upper New York State HMO looks promising. In fact, since the end of 1990 the number of health care providers who participate in the Plan has increased 93 percent, and the number of members who receive health care coverage through CDPHP is up almost 50 percent. Financially, the fund balance has increased almost 450 percent since 1990, and 1993 revenues were over 80 percent greater than those in 1990. What prompted the turnaround? Can CDPHP continue to prosper in an increasingly complex health care environment? CDPHP's future succes will depend, in part, on how well the organization continues to manage change. This article describes an ongoing change effort launched in 1991.
