| Abstract: | Consider this scenario: a vital ingredient of a company's finished product is in dangerously short supply. This shortage not only has diminished the company's effectiveness, bit it is compromising the national economy and our standard of living. Would anyone expect a business to do nothing whole it waited for someone else to fix the problem? A skilled, educated work force is no less vital to a business than is the flour that goes into a cookie, the steel that goes into a car. |
