Readers who have had a surfeit of mystery stories, readers who find fictional plots too decipherable, readers yearning for more complicated puzzles, are hereby invited to think hard about the modern matrix mystery called "financing the international system". What do international relations cost? The calculation cannot be based on the expense accounts of the scattering of diplomats around the world, let alone those concentrated in New York or Geneva. |
