Abstract:The setting up of methodological bases for evaluation of investment for evaluation of investment plans and programmes in the sphere of energy supply development projects and the proposal for assessing their feasibility are the first attempt to analyse and determine a potential energy-supply project simultaneously from the aspect of economic and imputation" criteria.Although imputed criteria were to a certain extent taken into account in the practice to date, in the creation of plans these criteria - with the exception legal standards - played a subordinate role in the process of feasibility assessment relative to the economic criteria of profitability.Imputation criteria are defined as the criteria by which longterm influences and consequences of the construction and operation of energy facilities are estimated, and which in the course of discounted market/financial or economic inflows and outflows are valuated in part, or are not valuated at all.The influences and consequences refer to the national economic development, development of the energy sector and the protection of the environment in a broader sense.The article deals in greater detail with the criteria within the aforesaid three segments and describes the evaluation range and the weight of each individual criterion which links the contribution of an individual criterion into an aggregate assessment of developmental acceptability or unacceptability.The assessment is given as an alternative.The quality of assessment of an individual imputed criterion depends on the verified studies such as vulnerability study, the study of the load on the environment and the effects of the project on the national and sectorial economic development.Although in many spheres there is still no prescribed methodology and the assessment of effects on the environment (in the narrower and broader sense) will for long time yet be confronted with the problem of data bases, the test of the criteria performed on two cases has demonstrated not only the technical feasibility but also the logical contents for the determination of acceptability and its analytical structure.The concept and the result in both these cases have been brought in line with the European development pattern which Slovenia has come close upon with its Strategy on the Efficient Use and Supply of Energy.
